Leadership
Jessica McKinley
Founder & Manager
A proud tribal member of the Caddo Nation of Oklahoma, Jessica leads the strategic direction of Bull Bear and oversees day-to-day operations while fostering relationships across the team and industry partners. She holds a B.S. in Environmental Science (Wright State University), an associate degree in Ecotourism and Adventure Travel (Hocking College), and a GIS Image Analyst certificate (Clark State), and is a 2023 graduate of the SBA T.H.R.I.V.E. program.
Jake McKinley
Executive Vice President
Jake brings over 17 years of IT and cybersecurity consulting experience supporting the USAF and DoD, earned at several large and mid-sized defense consulting firms including entity-owned 8(a) program participants. A CISSP, A+, Security+, and Network+ certified professional, he has spent his career solving complex legacy-IT and cloud-migration challenges across the USAF and DoD in support of the warfighter.

Our founder is a tribal member of the Caddo Nation of Oklahoma, and the company is owned by the Ketchikan Indian Community through Ketchikan Tribal Business Corporation (KTBC). Federal contracting is how we turn that ownership into something that reaches back home.

Heritage
Our namesake
Bull Bear Defense Solutions is named for Jock Bull Bear, a recognized Chief of the Arapahos of Colony, Oklahoma. Bull Bear was chosen as a delegate by his tribe to travel to Washington, D.C. and present a petition on behalf of his fellow tribal members.
As the proud great-great granddaughter of Chief Jock Bull Bear, Jessica founded Bull Bear Defense Solutions with the goal of defending our great nation with resilience and integrity, in honor of our Native American legacy.
