President

Our founder and president, Jessica Putterbaugh-McKinley, is a proud tribal member of the Caddo Nation of Oklahoma.  Mrs. McKinley has a bachelor's degree from Wright State University in Environmental Science, an associates degree from Hocking College in Ecotourism and Adventure Travel, and a certificate from Clark State Community College as a Geographic Information Systems (GIS) Image Analyst. She is also a 2023 graduate of the SBA T.H.R.I.V.E program.

Jessica leads the strategic direction of Bull Bear and oversees the day-to-day operations of the organization while fostering relationships with the teams cyber SME's and industry partners.

Our EVP, Mr. Jake McKinley, brings over 16 years of IT and cybersecurity consulting experience supporting the USAF and DoD.  Jake has worked for several large and mid-sized defense consulting firms, including entity-owned 8(a) program participants.

Mr. McKinley has spent his career as a CISSP, A+, Sec+, and Net+ certified cybersecurity professional dealing with unique and complex IT issues for his clients.  Jake's career supporting the warfighter has brought decades of value-added and significant lessons learned in the areas of legacy IT and cloud migrations across the USAF and DoD.

​Bull Bear was chosen as a delegate by his tribe to travel to Washington D.C to present a petition on behalf ​of his fellow tribal members. 

As the proud great-great granddaughter of Chief Jock Bull Bear, Jessica founded Bull Bear Defense Solutions with the goal of defending our great nation with resilience and integrity, in honor of our Native American legacy.
